
Sister City delegates will explore non-profits and volunteerism in Grants Pass
Five Russian delegates participating in the Open World Program will spend June 14 through June 22, 2019 in the Rogue Valley meeting local non-profit and service organizations. The Grants Pass Sister City committee will host the delegation from our sister city Rubtsovsk, a Siberian city in the Russian Federation.
This year’s Open World theme, “Non-Profit and Volunteerism,” is particularly apt as the 2019 exchange continues a tradition of exchanges between Grants Pass and Rubtsovsk, which have been sister cities for 29 years.
Prior to their arrival in Grants Pass the participants complete an orientation in Washington, D.C. Delegates plan policy meetings with Members of Congress.
While in southern Oregon, the delegates will visit numerous non-profit agencies, volunteer and service groups, including the Salvation Army Food Bank, Raptor Creek Farm and Food Bank, Wildlife Images, YMCA, Reinhart Volunteer Park, Chamber of Commerce, Bear Hotel, Grants Pass Rotary, ASPIRE, Boys and Girls Club, Dove Radio Station, Railroad Park, Dutch Brothers, and Rogue Community College Foundation.
In addition, they will visit downtown Grants Pass during Porchfest, attend a Grants Pass City Council workshop, a reception with the Mayor Roy Lindsay, tour Public Safety, enjoy a day at the Oregon Coast, take a jet boat ride and meet at Congressman Greg Walden’s Medford office.

The visiting delegates are Irina Sergeyevna Kungurova, Head of the Students’ Center, The Rubtsovsk Institute, subsidiary of Altai State University, Alina Yevgenyevna Murumbayeva, Specialist in HR and Extra-Curricular Department, The Rubtsovsk Industrial Institute, subsidiary of Altai State Technical University, Yuliya Vladislavovna Osipenko, Deputy Director, Rubtsovsk Office of Cultural Affairs, Andrey Vladimirovich Pervodchuk, President, “Rubtsovsk Molodoy” Altai Regional Community-Focused Social Entity, and Natalya Sergeyevna Zorina, Associate Professor, Department of Applied Mathematics, The Rubtsovsk Industrial Institute, subsidiary of Altai State Technical University. Accompanying the delegates will be facilitator Natalya Viktorovna Bayrak.
The Grants Pass Sister City Committee was formed in 1990, after white-water rafters from the two cities met at an international competition during the late years of the Cold War. Candace Bartow and Lev Korshunov, then respectively the mayors of Grants Pass and Rubtsovsk, signed the agreement September 3, 1990, ”to develop friendship between people of the Soviet Union and the United States and to stimulate economic and cultural cooperation ...”
Since then, the sister city committees in Rubtsovsk and in Grants Pass have facilitated visits of over 200 citizens between our cities. Grants Pass Sister City can be found on the web at
